The Financial Specialist serves as a key support role within the Finance Department of the Oklahoma County Clerk’s Office. This position assists with financial reporting, budget preparation, and administrative processes while ensuring compliance with Oklahoma statutes and County policies.
Under guidance, the Financial Specialist supports reconciliations, prepares financial documents, and collaborates with internal teams and County departments to promote accurate, timely financial operations. This role also contributes to the development of the County’s Annual Adopted Budget and Annual Comprehensive Financial Report (ACFR). 

Key Responsibilities
• Prepare, reconcile, and post financial transactions accurately and timely
• Assist with financial reports and presentations for the Board of County Commissioners, Budget Board, and Public Building Authority
• Support preparation of the Annual Budget, Estimate of Needs, and ACFR
• Assist with Debt Service Fund calculations and required public notices
• Analyze financial data to identify discrepancies and trends
• Maintain financial data in MUNIS ERP system
• Support accounts receivable functions and daily financial operations
• Assist with monthly, quarterly, and year-end close processes
• Help coordinate documentation and reporting across County departments
• Communicate effectively in both small and large group settings, including presenting information clearly, responding to questions, and adapting quickly to provide thoughtful, accurate responses.
• Provide clear communication of financial information to both financial and non-financial audiences
• Deliver professional customer service via phone, email, and in person
• Support public meeting administrative functions

Knowledge, Skills & Abilities
• Understanding of accounting principles and budgeting practices
• Intermediate Microsoft Excel skills (pivot tables, lookups, formulas)
• Strong analytical and organizational skills
• Ability to manage multiple priorities and deadlines
• Effective written and verbal communication skills
• Ability to interpret and explain financial data clearly
• Strong attention to detail and problem-solving ability
• Ability to work both independently and collaboratively
 
Experience
Minimum Qualifications
• Three (3) years of related experience, or equivalent combination of education and experience
Preferred Qualifications
• Experience in government finance
• Familiarity with MUNIS ERP system
• Knowledge of Oklahoma statutes and County processes
 
Education Required
Bachelor's degree from an accredited college or university in Finance, Accounting, Business, Public Administration, or other closely related field. Equivalent combination of education and experience will be considered.
